A chart is called Manglik when Mars sits in the 1st, 2nd, 4th, 7th, 8th, or 12th house — placements from which its heat is traditionally held to bear on marriage and partnership. That is the entire test, and it is purely computational; anyone quoting fees to 'check' it is charging for arithmetic.
What matters more is context, and this is where honest Jyotish parts ways with fear marketing. The dosha is extremely common; classical texts list numerous cancellations (Mars in own or exalted sign, specific aspects, and matching with another Manglik chart, which is held to neutralize it entirely); and the 36-guna compatibility picture always outweighs any single factor.
