The principle comes straight from Level 2. Kendras represent action in the world; trikonas represent merit. When the lord of a kendra and the lord of a trikona come into relationship — conjunct, in mutual aspect, or exchanging signs — the tradition reads merit expressing itself as position.
The strongest form is a yogakaraka: one planet ruling both a kendra and a trikona, so the relationship exists within a single body. Saturn is yogakaraka for Taurus and Libra Lagnas, Mars for Cancer and Leo, Venus for Capricorn and Aquarius.
Among the many possible pairings, the 9th and 10th lords relating is considered the most powerful, since the 9th is the strongest trikona and the 10th the strongest kendra.
